DSL-1: Permanent Vegetative Cover Establishment. If eligible, cost-share assistance is authorized for lime and fertilizer (by soil test results), eligible seed, seeding operations and seedbed preparation. Cost-share assistance is limited to the minimum amount of lime, fertilizer and seed needed to establish adequate cover to control erosion.
DSL-2: Permanent Vegetative Cover Improvement. If eligible, cost-share assistance is authorized for seeding of legumes into permanent vegetation and for lime, fertilizer (by soil test results) and chemicals necessary to establish the legumes. Cost-share assistance is limited to the minimum amount of lime, fertilizer and seed needed to establish adequate cover to control erosion.
DSL-4: Terrace System. If eligible, cost-share assistance is authorized for terraces and the necessary leveling and filling to permit installation of an effective system; removal of stone walls or hedgerows, if necesssary to permit installation of an effective system; materials and installation of underground pipe outlets and other mechanical outlets as a part of this practice; necessary vegetative, protective cover on outlets, waterways, or steep slopes of terraces; converting the present system to a new system ONLY if the present system is not serving its intended conservation purpose; topsoiling, when required to meet the NRCS Standards and Specifications for terraces.
DSL-5: Diversions. If eligible, cost-share assitance is authorized for diversions, ditches, dikes or subsurface drains where necessary for the proper functioning of the diversion; installation of structures such as pipe, chutes, underground outlets, or other outlets, if needed, for proper functioning to a ditch or dike, for more even flow, or to protect outlets from erosion; necessary leveling and filling to permit installation of an effective system; removing portions of stone walls or hedgerows, if necessary to permit establishment of the practice; to avoid losses to wildlife habitat, stonewalls and hedgerows will be removed only when absolutely necessary for the successful application of this practice; establishing necessary permanent vegetative cover.
DSL-11: Permanent Vegetative Cover - Critical Area. If eligible, cost-share assistance is authorized for measures needed in pastures, haylands, and field borders to stablize a source of sediment, such as grading, shaping and filling; the establishment of grasses; mulching; trees or shrubs; or fencing to exclude livestock from new plantings. The cost-share rate for fencing will be 75 percent of the county average cost or actual cost, whichever is less. Cost-share is not eligible for gates or fence chargers. Cost-share assistance is only authorized for installing those components that will significantly reduce erosion and maintain or improve the quality of water in a stream, lake, pond or other water sources.
DSP-3: Rotational Grazing Systems. If eligible, cost-share assistance is authorized for cross fencing supplies, fence charger, pipeline, tanks and hydrants. It is required for the system manager to attend an approved grazing school before starting the DSP-3. Cost-share is limited to a $90.00 per acre limit.
DWC-1: Water Impoundment Reservoir. If eligible, cost-share assistance is authorized only for structures that provide erosion control benefits and which may also provide water for: agricultural uses, wildlife, or a combination of these eligible uses.
DWP-1: Sediment Retention, Erosion, or Water Control Structures. If eligible, cost-share assistance is authorized for sediment detention or retention structures, such as erosion control dams, de-silting reservoirs, sediment basins, debris basins, or similar structures; for channel linings, chutes, drop spillways, drop pipes, and tile that dispose of excess water; for fencing and vegetative cover and for leveling and filling to permit the installation of the structure; only if the measures will contribute significantly to maintaining or improving soil or water quality; the board may approve a 12 foot top width on drop pipes, even when less is required per NRCS Standards and Specifications, if the board believes that a 12 foot top width is needed to address safety concerns or if there is a potential to create an erosion problem with a lesser top width; for drop pipes that outlet into a channel controlled by a legal drainage district, cost-share is limited to the top width of the embankment required by the legal drainage district or NRCS Standards, whichever is greater.
DWP-3: Sod Waterways. If eligible, cost-share assistance is authorized for site preparation, grading, shaping, filling and establishing permanent non-woody vegetative cover. Cost-share is also authorized for subsurface drains that are necessary for proper functioning of the waterway; cost-share assistance is authorized for berm (side dike) removal in accordance with the following guidelines:
a. The NRCS County Average Cost List must have berm removal as a component before it can be shown on the district cost-share docket.
b. If the design criteria calls for berms over one foot (12 inches) in height, and this is clearly shown in the drawings and/or specifications, then the district may cost-share on the removal of the berm.
c. No state cost-share is eligible for berm removal on waterways cost-shared on by the federal program.
The cover may consist of sod-forming grasses, mixtures of grasses and legumes, or other types of vegetative cover that will provide the needed protection from erosion; close sown small grains, annuals or mulching may be used for temporary protection if followed by eligible permanent vegetative cover established by seeding or natural revegetation; considertion should be given to the needs of wildlife such as grass-legume mix and delaying mowing the waterway until after Aug. 1.
DFR-4: Forest Plantation. If eligible, cost-share assistance is authorized for land to be converted to woodland. Cost-share is authorized for seed or seedlings, seedbed preparation, and seeding or planting; field fencing to exclude livestock from woodland that lies within an existing functional interior or property line fence; site preparation that is necessary to level gullies to accomodate a mechanical tree planter. Site preparation should not be used simply to clear or remove undesirable tree species so that desirable species can be planted.
DFR-5: Woodland Protection Through Livestock Exclusion. If eligible, cost-share assistance is authorized for plantings to correct immediate erosion problems, and the necessary seed or seedlings; field fencing to exclude livestock from woodland that lies within an existing functional interior or property line fence. The cost-share rate for fencing will be 75 percent of the county average cost or actual cost, whichever is less.
When you receive the results of the soil test, please bring a copy when coming to the SWCD office. At that time we will need to locate your farm on an aerial map and identify the fields the samples were taken from. If you qualify our cost-share programs pay 75 percent of the state average cost of the seeding practice, including seed, fertilizer and lime application.
